Before You Submit an Application

We recommend that you speak with a Planner regarding the permit application forms and requirements necessary to your proposed project.

How to contact a Planner:
  • Visit the Planning Counter, 1st floor of City Hall. See Permit Center hours of service.
  • Or call 408-535-3555 and request to speak with a Planner during Planning’s phone service hours.

Initial Submittal Fee
While the City accepts an Initial Submittal Fee at submittal for some applications, review of an application will not begin until fees are paid in full. Initial Submittal Fees must be paid at time of submittal appointment by check or credit card.

Notice of Fees Due
If you receive a Notice of Fees Due, remaining fees must be paid within 14 calendar days from the date of your application submittal appointment or the application will be voided. A refund of any payment minus a record retention fee will be issued to you. A new application and full payment of fees will be required to restart a project. Remaining fees can be paid by check, credit card, or online at www.sjpermits.org.

Planning Applications

Walk-in Submittal

Some applications can be submitted without an appointment at the Planning Counter, 1st Floor, City Hall during Permit Center service hours. View the table below to see which forms can be walk-in submittals.

Appeal and protest applications can be also be submitted at the without an appointment at either the 1st floor Planning Counter or the 3rd floor Planning Offices.

Appointment Required Submittal


Some applications require an appointment and payment of an initial fee at time of submittal. See the submittal requirements on the application form or view the table below to determine if an appointment is required.

Use the online 
Appointment Scheduler to schedule your appointment. If no time slots are available, email Supervising Planner John Tu,  to be on the appointment wait list. In the email, attach a PDF of the completed application and plan set

Come to your appointment at the Planning Offices, 3rd Floor, City Hall Tower, 200 E. Santa Clara St., San Jose.

Cancellation or Reschedule Appointment: If you must cancel or reschedule, please do so at least 24 hours prior to your appointment and contact your assigned Planner or Staff Technician by email or phone.  If you are more than 15 minutes late for your appointment, you may be asked to reschedule to a later date.
